BPI submits Conservation and Demand Management proposals

BRANTFORD - Brantford Power has submitted a 2004-2005 Distributor Conservation and Demand Management (CDM) Plan to the Ontario Energy Board in support of the Ontario Government's objective to create an energy conservation culture in the province.

The Province has announced that distribution companies such as BPI will receive the third phase of their regulated rate of return due in 2005 on condition that they invest an amount equal to one year's incremental returns in conservation and demand management activities.

BPI is seeking approval of a range of conservation and demand management programs from which it will select the appropriate mix based on further detailed planning and program design. The total investment in CDM programs in 2005 would be $1.34 million, the anticipated amount of the 2005 rate adjustment. This represents an increase of approximately 2 per cent on the average BPI bill.

While the CDM programs address all customer classes, the majority of the expenditures will be targeted at conservation assets as these will benefit all of BPI's customers.

Accordingly, the largest component of the plan consists of distribution system improvements in Brantford's older subdivisions, which experience significant energy losses. In particular, the Mayfair subdivision is one of the oldest and least electrically efficient. Replacing the transformers and primary cable will both upgrade the voltage level to current practices as well as improve the overall efficiency of the system with an annual energy savings estimated at about 900,000 kWh.

Total cost of the proposed upgrades is estimated at $1.8 million, with $900,000 of that amount allocated to the CDM budget.

Other CDM proposals include:
  • Installing an additional 70 "smart" meters at commercial and industrial customer premises;
  • Reactivating a residential water heater load management system;
  • Developing an energy conservation and retrofit program for low income households;
  • Developing customer programs for all customer classes;
  • Create LED Christmas light demonstration and incentive programs.
Factors affecting the final "mix" of programs include whether suitable arrangements can be made with potential program deliverers and whether economies of scale can be realized through joint participation with neighbouring utilities.
