Energy Retailers

Energy retailers are independent brokers who arrange contracts between electricity buyers (residents) and energy sellers (suppliers). Typically, they offer contracts that lock in a fixed price of the electricity component of the bill, often for one- to five-year periods.

You should remember that retailers usually quote only on the "commodity" or electrical component of your bill - typically about 50 per cent of the total charges. Other components of your bill include transmission and distribution charges which are still regulated and apply to all consumers.

Listed below are some of the Code of Conduct requirements the retailer must follow:

  • Photo ID, including the retailer's name, the name of the firm represented and the retailer license number is to be visible.
  • You are not to be unduly pressured into a purchase.
  • The retailer is to provide a copy of the contract at the time the agreement is entered into.
  • The retailer must provide you with a toll-free telephone number, listed in Ontario, for contacting the company.
  • An offer to supply electricity must clearly indicate the period of the contract and the conditions and terms for renewal of the contract.
  • The offer must clearly state:
    • the price and terms of payment, including deposits and service charges;
    • types of bill you will receive and how often;
    • how to access an independent customer complaints process;
    • whether the retailer can transfer or assign your contract to another electricity retailer; and
    • how to terminate the contract.
    • The offer must contain clear statements of the intended start date for the contract and any conditions under which that date may not be met.
    • A contract must not be longer than five years.
